I've titled several CT70's at the Arizona DMV. All you have to do is take the bike there for an inspection. The inspector will write down the correct VIN and then you can go inside and get a title with the correct VIN. As long as the inspector verifies the number, you shouldn't have any problems. It should cost you $4 for a new(revised) title.
