I wonder about the feasability of welding the headstock (with VIN#) from some titled, street-legal small Honda (CT, SL, XL) onto an old ATC70 frame. Surely that would be an easy job for someone with a full weld shop and provisions for making clean, measurable cuts. If your state goes strictly by VIN#, and you found a way to run some sort of DOT-legal tires on the thing, you might be able to register it as whatever the headstock came off of, or just as a homebuilt, although as I understand it the latter route would require an inspection/approval from your state's highway patrol.
Certainly worth researching, though. Do the homework first, not after you've begun cutting things up.
One other idea; don't know if you're rural or not but I think some states have limited road-legality provisions for ATVs. Where I live, Missouri, there are provisions for ATVs to be driven on the road as farm vehicles, but they're supposed to be equipped with slow-moving-vehicle triangles like a tractor and they're supposed to be going tractor speeds. Bolting an orange triangle on a Raptor or Banshee and going 55 mph on the highway wouldn't cut it. The few ATVs I see on the road never have triangles on them, so I think the provision is pretty much ignored, but you might look into it...
