I'd strongly recommend letting the error remain on paper, rather than on your bike's headstock. Easier to explain by far. If you run into hassles at the DMV I'd bite the bullet and reapply to ITS, explain what happened and if you have to, pay the fee and do it again with the correct number this time.

Hopefully the DMV people will be able to work with you, though.
