1. apparently an old xr80 swingarm works if you shave a mm or so off the inside of the swingarm or the frame, somebody will clarify/verify, not really possible without mods, but i dont know if id call grinding a tiny bit of steel, "a mod"
2. xr70 motor will work fine - as for a stroker kit, its up to you, i personally dont have an opinion about it
3. you can install all the lights you like, you just need a voltage regulator, and switches, lights etc, and a battery if you want a battery setup or just run them from the engine. if you have a battery bike doesent need to be running to turn your lights on, engine just needs to be running to charge the battery
