Can you use a 24mm intake on a head with a 20mm intake port/gasket?. It would seem to me the abrupt change in diameter would create an obstruction severely restricting flow

Your thoughts are correct you don't want any steps in your intake tract. It would probaly run but it will cause a horrible stumble when you try to crack the throttle.

Is there any sane reason someone would send you a motor with this setup? Maybe i am missing something?

And here is another dilemma i am using a 12 position spacer to turn the carb and that is 24mm how do i get this all to line up?Cant the intake port on the head be bored out? Or can the throttle positioner be installed on the head and the transition bored smooth?

okay well the straight shooter answer is you need to port match your intake to the head. send the head out with your positioner, and intake and pay 100+ to have it all ported in sync
