hole on side of muffler -stock?

Hey guys, ive got a 1991 z50r, and was taking a look at the muffler/spark arrester, and noticed that there was exhaust coming out of a small hole, maybe 3/8" in diameter, about 1/3 of the way down the inside of the muffler. was this designed this way? or had a bolt broken off and took some muffler with it?

HERE'S a diagram of the backside, possibly one of the mounting studs is missing (?)
