The reason is because the monkey has damage to the frontal lobe of his brain therefore when his hyperthalamus sends out the message of fear to that part of the brain it doesn't receive the signal because of the lesion there no chemical signals can be sent by the neurotransmitters therefore the "fear" is not there. Basically, the brain damaged monkey doesn't fear the tiger.
