can you just take the wheel apart without taking the tire off and the reverse action too, putting it back on?

if its a split rim you can seperate them without pulling off the tire, yes

You have to separate the rims in order to remove the tire, otherwise, you will destroy the rim edges with tire irons trying to pry the tire off. Good luck, it's not a simple task, by any means.
