A six-city area in Orange County that includes Santa Ana and Anaheim has the fourth highest teen birth rate in the state and accounted for an estimated $61 million in costs to taxpayers in 2006 due to a rise in teen births, a study released by the Public Health Institute has found.

The report, “No Time for Complacency: Teen Births in California” documents the rise in the teen birth rate in 32 of the state’s 40 senate districts after 15 years of decline. The overall number of teen births in California also is up.

Senate District 34 in Orange County, which encompasses Santa Ana, Anaheim, Westminster, Garden Grove, Stanton, and Buena Park, recorded 1,895 teen births in 2006, a rate of 61.1 births per 1,000 teenage girls and young women ages 15-19, according to the report.

The study also put the societal cost of the teen birth rate – lost income, productivity, and private medical costs – in Senate District 34 at $140 million in 2006.

Areas in the central valley, the Los Angeles-San Bernardino region, and the Imperial-Riverside-San Diego region, had the state's highest teen birth rates.

The Public Health Institute is a nonprofit organization headquartered in Oakland, with a mission to promote health, well-being and quality of life. The report used data from 2006 and only studied teens 15-19, the standard age group for reporting teen births that is used by the state Department of Public Health and other government agencies, said lead researcher Norman Constantine, a senior scientist at Public Health Institute and a clinical professor of public health at UC Berkeley.

Constantine attributed the rise in the teen birth rate in California to a leveling off of funding for teen pregnancy prevention programs and a halt in the decline of the poverty rate.

"There are other factors in the mix," he said, "but these are the two easiest to point a finger at."

He said it is harder to estimate the impact of the large immigrant population on the teen birth rate in Senate District 34 because the data reported by the state on teen parents does not indicate whether they are immigrants or not.

"I don't doubt it's part of the explanation," Constantine said.

Two other areas in Orange County, Senate Districts 33 and 35, also saw an increase in the teen birth rate, although they were near the bottom of the list among the 40 senate districts analyzed in the report.

The pricetag to the taxpayer for the rise in the teen birth rate – estimated at $1.71 billion a year statewide – includes lost tax revenue, public medical and assistance costs, and increased placement of children in foster care.

The teen birth rate began to decline statewide in 1991, reaching its lowest point of 37.2 births per 1,000 in 2005,

Constantine said. In 2006 it rose slightly to 37.8 per 1,000.

"The increase in the birth rate is very small but what's disappointing is we have not continued this marvelous downward trend," he said. "The fact it is going up slightly suggests it might continue to go up in the future, although there's no way to know for sure."

teen girls have been havin babies for a long time my dear, it's just now we have a system in place to support teen mothers, before they were forced to be given up or aborted. our population is rising, what's new?

Yeah I know. Its just sad. My cousin got prego by a 23 year old at 15, he left her. Baby got taken away! Now she is prego again 7 months into it and the new guy left her. I'm like dude stop opening your freakin legs!!

The other day on the news...there was a teen girl who gave birth in the shower, held the baby and ran all the way to the E.R!!! Holy crap!!!

I think last year a teen girl gave birth at dennys and said she didnt know she was prego! How do you not know???

maybe it shouldnt be so accepted. I lived in Houston before and after i lived in yorba Linda (our school was in Anaheim) and I was shocked at how common and accepted it was for kids to have babies. The highschool i went to ACTUALLY had a nursery for the babies! I mean, cmon, if that doesnt say acceptance i dont know what does. In Houston, I hate to say it, but you're an outcast to be a prego teen, but In Anaheim it was just another day for the Bros and BroHoes of America

With a username of promiscuousgoob, and a post like this.....wouldn't that make you a hypocrite? JK man. Yes it costs the taxpayers money, but not as much as the illegal immigrant population that recieve free healthcare, free educations for their children, welfare etc. That being said, I am in no way prejudiced. If you wanna come over here to make a better life for yourself, I got no problems with that......provided they do it legally and learn the native language. I live in a very small town by most peoples standards, and I can't even order a damn burger at McDonalds because I can't uderstand the lady in the drive thru......what the hell?

yeah I walked by it 2 times a day. It was pathetic IMO. 85% of the teens with kids at that school were mexicans. One girl was a senior and had THREE! I mean, cmon.... THREE KIDS?!?!?!? A senior in high school!

that's their culture, which is fine, but it's costing america lots of MONEY

like i said before, our country now has a system in place to care for children who have no insurance. Most if not all of our grand and great grandparents prob were married as teens and had several kids before they were 25

our culture has changed so it's this big deal to our generation for young people to be parents so early. but that, with the mexicans is just something on it own, they need to cut back on the humping
