xr100 clutch problem

I have a 1996 XR100 and when I got the bike the guy said the clutch was going out so after a new clutch set it still wont disengage. I can't even pull the clutch lever. It just wont move at all. We had to split the cases and fix a worn out sprocket shaft so we bought a engine bottomend (01model) and replaced the shaft and clutch basket. We thought that might fix it. After we got it cranked it still wont disengage. I can spin the clutch outer plate freely until the bolts are tight on the plate that holds the springs, then it gets to where I cant spin them. Need a little help. Thanks.

Did you install the washer #14 ?

yes, i put everything in just like the book said. should I be able to move the clutch lever by hand?
